The giant iceberg was only part of the story

What doomed the Titanic is well known, at least in outline. On a moonless night in the North Atlantic, the liner hit an iceberg and disaster ensued, with 1,500 lives lost.

The theories on the sinking vary widely, placing the blame on everything from inept sailors to flawed rivets.

Now, a century after the liner went down in the early hours of April 15, 1912, two new studies argue that rare states of nature played major roles in the catastrophe.

The first says Earth's nearness to the Moon and the Sun--a proximity not matched in more than 1,000 years--resulted in record tides that help explain why the Titanic encountered so much ice, including the fatal iceberg.

And a second, put forward by a Titanic historian from Britain, contends that the icy waters created ideal conditions for an unusual type of mirage that hid icebergs from lookouts and confused a nearby ship as to the liner's identity, delaying rescue efforts for hours.

The author, Tim Maltin, said his explanation helps remove the stain of blunder from what he regards as a tragedy...

The gullible center

...The reaction from many commentators was a howl of outrage. The president was being rude; he was being partisan; he was being a meanie. Yet what he said about the Ryan proposal was completely accurate.

Actually, there are many problems with that proposal. But you can get the gist if you understand two numbers: $4.6 trillion and 14 million.

Of these, $4.6 trillion is the revenue cost over the next decade of the tax cuts embodied in the plan, as estimated by the nonpartisan Tax Policy Center. These cuts--which are, by the way, cuts over and above those involved in making the Bush tax cuts permanent--would disproportionately benefit the wealthy, with the average member of the top 1 percent receiving a tax break of $238,000 a year.

...But the "centrists" who weigh in on policy debates are playing a different game. Their self-image, and to a large extent their professional selling point, depends on posing as high-minded types standing between the partisan extremes bringing together reasonable people from both parties--even if these reasonable people don't actually exist. And this leaves them unable either to admit how moderate Mr. Obama is or to acknowledge the more or less universal extremism of his opponents on the right...

All walks of life teemed aboard the RMS Titanic--from dollar dukes to striving immigrants. Little did they know how they would be betrayed.

The broken halves of RMS Titanic had barely settled on the ocean floor, 12,600 feet below the surface of the Atlantic, when the craving to see it at the movies began.

The one-reeler Saved From the Titanic, made by Éclair American Co. at its super-modern, glass-covered Fort Lee studio in New Jersey, was released 29 days after the liner sank and took 1,517 lives with it. In one respect at least, the 10-minute movie will never be bettered for authenticity, since its main attraction, the heavy-lidded, cushion-lipped, 22-year-old Dorothy Gibson-star of Revenge of the Silk Masks and It Pays to Be Kind, and cover girl of countless magazines--was a survivor from Lifeboat 7. Starting work a few days after landing back in New York off the rescue ship RMS Carpathia, Dorothy had only to play herself, which she apparently did with frightening aplomb...And you thought Kate Winslet was interesting? Silly you...

Polls suggest Nicholas Sarkozy may lose France's presidency. How a globally respected statesman found himself on the verge of defeat at home.

...Voters are also put off by Sarkozy's reputation as "the President of the rich," a moniker first inspired by a round of tax cuts in 2007 that mostly benefited the wealthy. Sarkozy's unabashed fondness for money and his friendships with some of France's wealthiest people have solidified his image as the king of bling. So too has his posh life with his third wife, former model and millionaire Carla Bruni, who this month drew titters for defending her husband's taste for luxury, assuring a journalist, "We're modest people."

...In 2007, voters flocked to the uncompromising commitment and supreme confidence of Sarkozy, who promised a modernized French presidency. His stubborn intransigence struck many as refreshing after 12 years of flip-flopping stasis under his predecessor Jacques Chirac. His single-mindedness was also key to Sarkozy's two successful stints as Frances's Interior Minister, during which he vowed to purge troubled housing projects...

...That message echoed Sarkozy's earlier promise to slash immigration to France because "we have too many foreigners."...

When stealing isn't stealing

The U.S. Justice Department is building its case against Megaupload, the hugely popular file-sharing site that was indicted earlier this year on multiple counts of copyright infringement and related crimes. The company's servers have been shut down, its assets seized and top employees arrested. And, as is usual in such cases, prosecutors and their allies in the music and movie industries have sought to invoke the language of "theft" and "stealing" to frame the prosecutions and, presumably, obtain the moral high ground.

Whatever wrongs Megaupload has committed, though, it's doubtful that theft is among them.

From its earliest days, the crime of theft has been understood to involve the misappropriation of things real and intangible. For Caveman Bob to "steal" from Caveman Joe meant that Bob had taken something of value from Joe--say, his favorite club--and that Joe, crucially, no longer had it...

"A picture is worth a thousand words," a sentence citing from the Time magazine in 1996 April before I went to the New York City for my City University of New York Baruch Business Graduate School study, which was read out by a Canadian, something felt like dating with me...so Mr Ken talked to me intimately by patting my leg and explained that he was not a gay. A manager in the Dutch ABN AMRO Taiwan sector. Last weekend advertised by the radio station and advertising flag around National Central Library at Taipei City, that the Canadian foreign study program agency has some introduction of the Canadian international students programs these following weekends around this island to Taiwan students. That reminds me almost twenty years ago that kindly banking financial sector Manager Mr Ken. He gave me a red maple leaf symbol of Canadian national flag badge before we shook hands with each other and said goodbye. I threw it away in year 2000 before US 911. How could words only suffice for our spirits in this material world? "Smart but not lazy", sounds like a slip of son. Oh, When the Rubber Meets the Road, by Meatloaf in their album, Welcome to the Neighborhood. But maybe we were always hurting each other, and we still are. That's just OK, I think. Why don't you apply? 

On Page 30, Good Two-Shoes, "Two shoes is better than one shoe", is that right? From a mocking several years ago of the HSBC and the Citi Banks competing advertising slogan. How could we just only wear one shoe? But on page 31, everyone loved your hard-partying college roommate, "you may want to pretend that person never existed." Were it happened, how sad an atmosphere would there be when a man with a young son by a backdrop setting off the depression of noble sensations. Say, in Paris Eiffle Tower? A Reno taxis, though, by the way. Recently, there was a cashier receipt fraud happened in the McDonald's restaurant at Taipei City in the French Carrefour Mall which I experienced on the State Department Secretary Mrs Hillary R. Clinton's birthday on last October 26. I had posted the details on Yahoo! and Google websites, which was a copy from my Twitter and Plurk messages several days ago. I learned to go to McDonald's after the 2001 trip to the Europe, when somebody sounds like Paris mayor in the De Gaulle Airport Sheraton Hotel when I went to the McDonald's had a small talk to me, though he just invited me to a French restaurant, I think. But I recalled that the French boss said that I should seek the Americans to resolve my problem. Therefore, I learned to go to the McDonald's. That's it.

I have to present in the criminal investigating court again on April 2. I plan to sue the prosecutor malfeasance to halt the investigating legal process, then sue the New Taipei City Criminal Police Department along with Breeze Center Liao false charge.

Hot Air. The E.U. wants airlines to cut carbon. But other nations are balking,

You know things are bad for environmental policy when the U.S. and China--usually the main antagonists on climate policy--team up to stop Europe from going greener. That's happening now in the battle over a proposed European Union plan to tackle carbon emissions from air travel.

The crux of the problem is this: although airlines spew a relatively modest 3% of global carbon emissions, that share is taking off fast. From 2005 to 2010, air travel's carbon footprint grew by 11.2%, thanks mostly to an explosion in air travel in the developing world. The fact that international flights often cross multiple countries makes it tougher to divvy up responsibility. And while there are ways to make electricity greener, you can't run a 747 on solar panels. If you're going to fly, you're going to warm the planet.

That's why in April the E.U. proposed tackling the problem by enacting legal limits on airline carbon emissions--an action nearly every country outside Europe opposed. At a meeting on Feb. 21 and 22 in Moscow, 29 countries signed a declaration protesting the proposal for trying to stick airlines with unfair costs. If the opposing countries don't strike a compromise with E.U. regulators soon, the result would be a trade war...

Why bilinguals are smarter,

Speaking two languages rather than just one has obvious practical benefits in an increasingly globalized world. But in recent years, scientists have begun to show that the advantages of bilingualism are even more fundamental than being able to converse with a wider range of people. Being bilingual, it turns out, makes you smarter. It can have a profound effect on your brain, improving cognitive skills not related to language and even shielding against dementia in old age.

   This view of bilingualism is remarkably different from the understanding of bilingualism through much of the 20th century. Researchers, educators and policy makers long considered a second language to be an interference, cognitively speaking, that hindered a child's academic and intellectual development.

   They were not wrong about the interference: there is ample evidence that in a bilingual's brain both language systems are active even when he is using only one language, thus creating situations in which one system obstructs the other. But this interference, researchers are finding out, isn't so much a handicap as a blessing in disguise. It forces the brain to resolve internal conflict, giving the mind a workout...

Eight Rules For Direct Investment Programs

1. Let the market provide direction.

2. Don't tie manager's hands.

3. Be patient.

4. Get the scale of the program right.

5. Accept that many ventures must be global.
Policy makers naturally aim to encourage activity in their backyards, but many firms today need a multinational presence. Don't restrict firms to hiring and manufacturing locally. Do help local companies connect with overseas...

6. Evaluate performance.

7. Avoid "Capture".
Like zombies in a horror film, some public programs defy efforts to eliminate them and may keep rising from the dead. Economists call this problem "capture": Vested interests coalesce behind a program and use their power to sustain it. Be willing to end programs that are not doing well; also end public funding for programs that have become so successful that they no longer need it. Regularly revisit program rules, knowing that changing the classes of participants who benefit may provoke an outcry.

4. Handprints, Not Footprints,

A bag of chips I bought recently in England had some bad news printed on the back. First, the chips had 14g of fat. Worse, they had caused 75g of carbon to be released into the atmosphere.

That bag called my attention to my carbon footprint: those 75g, added to the 2.3 million from the plane I took there and back, plus the total of all carbon impacts--the emissions into the air that contribute to global warming--of everything else I do and buy. Footprint math uses life-cycle assessment, or LCA, which calculates the amount of carbon released over the entire life history of those chips, from planting the potatoes to tossing the empty bag into trash.

While our footprints are a significant measure we've all been getting used to, they do not tell the whole story. We don't just trample the planet; we also sometimes leave a positive impression. A more encouraging way to conceptualize our impact is by our handprints: the sum total of all the reductions we make in our footprints. When she bought my plane ticket, my travel agent also paid for a carbon offset--planting trees in a deforested region--as a boost to my handprint.

Handprints are the brainchild of Gregory Norris, a lecturer at the Harvard School of Public Health...

Scientists' struggles help inspire students
In the Journal of Educational Psychology

Science suffers from an image problem. Many students see the subject as too difficult, and they think scientists are aloof boffins with big brains. A new study out of Taiwan tests the benefits of teaching high-school physics pupils about the struggles of eminent physicists--Galileo, Newton and Einstein. Over the course of three computer-based lessons during one week, 88 low-achieving students were taught not just about the relevant theories developed by these characters but also about their frustrations and perseverance...

For comparison, a further 93 students completed the three computer-based lessons on the relevant theories but without any background information on the scientists...Learning about scientists' struggles had several important benefits versus the other two conditions. Students in the struggles condition developed more rounded, less stereotypical images of the scientists, seeing them as people who worked hard. For students who had no initial interest in science, the information about struggles boosted their interest in the subject. Struggles-based background info also improved students' delayed(a week later) recall of the theoretical material, and it increased their success at complex open-ended problem-solving tasks based on the lesson material...A consistent theme to emerge was that anorexia at first provided a sense of control and identity...

The theater-style, fluorescent-lit classroom at Harvard University's law school was virtually silent on a crisp fall afrernoon. And why not? It's not everyday that law students get the chance to see one of America's most famous defense lawyers assume the role of prosecutor.

There in the pit of the classroom...And he was intent on teaching his students a lesson on how courageous prosecutor could divert a jury from the weaknesses of his star witness to focus on the evidence of a sexual attack and the preposterous defense of an elitist Frenchman.

page 15...Maybe it was his rival for the French presidency. Or the guy staying next door to him in room 2820. Or the French intelligence agents who he believed bugged and then took his IMF cellphone. "Now, back in law school we had a name for this. We called it the 'multiple-choice defense.' And he's been playing it. You don't like this defense? Don't worry, I got another one for you...So where did Vance's team go wrong with Strauss-Kahn? Dershowitz says Vance "accepted a general rule that you can't win a sexual-assault case unless you believe the victim and I believe that is a flawed analysis." Second, prosecutors failed to realize that had they taken the DSK case to trial, "his defense would have sunk him..."

1.David Chang, Sophomore of NCTU 1990 Nov. 1 has lunch with Arkansas Governor Bill Clinton. The restaurant video tape and/or real-time transmission from Hsinchu City, Taiwan, was sent back to Arkansas for a television live show. The next week there was a query of the authenticity of the "live" program. The answer was given by saying that it was happened just within a week. Then the TV producer or supervisor acknowledge it a "live" program as long as it recorded within 14 days.

Reference 1: page 542...my understanding is that [Morris] had to call Clinton and get him out of bed at midnight Saturday night, which would have been early Sunday morning, to tell him that we had knocked him to 44 [percent] in the polls and he was in deep trouble, that the chances of coming back were slim, that they had to come out with something that was dynamite.

Reference 2: page 542..."We got a call on Saturday night, before the election on Tuesday," "...So we did the same thing" as in 1982--except it was, this time, "a Saturday night, not a Friday. And Bill Clinton and I stayed up all night. And got us this little studio, and we do video, we do audio, we get volunteers. I mean, the drill, we know the drill! We do it again."

Reference 3: page 543...It was war--and war waged as ruthlessly as real war in certain respects. The drill involved a series of thirty- or sixty-second ads. "You threw in some negative and then the positive," Watkins recounted of the countercontent. "We did some negative on Sunday and Monday. Always on Tuesday it was positive: it was just 'Get out and vote!" 

2.Descriptions about Frances Swaggart, wife of Jimmy Swaggart, the Reverend:

Paragraph 1: page 546...In 1988, the year after the Bakkers' fall from grace, the Reverend Swaggart had made a widely television confession...he was a preacher with a mission, "a commission" given to him personally "by God" to "reach the world by television."...In carrying it out, Swaggart had had the support of an extraordinary wife. Frances Swaggart was the soul of rectitude.

Paragraph 2: page 547...When his cousin Cecil Beatty demanded to see him face-to-face and posed the question whether "all this I've heard is true," Swaggart had responded with apparent sincerity, "Cecil, I'm gonna tell you the truth, I got railroaded. I was framed." Thanks to his wife's sterling support, Swaggart had avoided Bakker's fate...

Paragraph 3: page 548...Frances, the "Dragon Lady," masterminding the operations behind it. Rick Santorum's Inconvenient Truths
The former Senator puts the hard questions on the table, even at his peril

...In the days after the Schieffer interview, audio was unearthed of 2008 Santorum speech in which he seemed to argue the literal existence of Satan and a Mephistophelian intent to subvert the United States of America. He also seemed to compare the Obama Administration to Hitler, saying America now was like America in 1940, when some people thought Hitler wasn't a threat. "It's going to be harder for this generation to figure this out. There's no cataclysmic event, he said, just a slow creep toward state control of practically everything. These sorts of statements will probably stall the Santorum surge and hand the Republican nomination right back to Mitt Romney. Most Republicans aren't going to want to battle Obama on contraception and prenatal testing.

And yet when you leave Hitler and Satan aside, there is something admirable about Santorum's near Tourettic insistence on bringing up issues no one else wants to talk about. His position on education--that parents need to spend a lot more time supervising their children's schooling--draws stifled groans from the overworked parents in his audiences, but he is right: parents know best how their children learn...

The Strategist
The question isn't whether Barack Obama has been a good foreign policy President. It's whether he can be a great one.

...In the cases of Tunisia, Egypt and Libya, the Administration concluded that the democracy protests had become unstoppable and the regimes were doomed. It took Ronald Reagan two years from the beginning of the democracy protests in the Philippines to break with Ferdinand Marcos. In 1997 when protests began in Indonesia, it took Bill Clinton a year to urge President Suharto to resign. In 2011 it took Obama two weeks to urge Hosni Mubarak to leave office. By placing the U.S. on the right side of a historical wave, Obama took it out of the Egyptian political debate. Egyptians know they will succeed or fail at their democratic experiment because of themselves and not Washington. In a Middle East that believes that America conspires and controls all, that's a step forward.

There have been misses. Whatever your view of the Israeli-Palestinian problem, it is difficult to see Obama's approach as a success...It would have been better to have continued with what appeared to be Obama's initial strategy: appoint a special envoy so the world knows that Washington wants a deal--but commit no presidential capital in a situation that seemed destined for stagnation.

One could add others. Relations with Iran...
